WHAT IS THE UNION PARTICIPATION PROGRAM?

The Union Participation Program was developed by the New England Regional Council of Carpenters to use the power of our membership to promote industry standards. The goal is to create work opportunities for union contractors and carpenters. A Regional Council By-Law was passed by NERCC Delegates in December 2011.

WHAT IS A PARTICIPATION CYCLE?

A participation cycle is the period of time from the commencement of the program to the time when every eligible member has been contacted and asked to take part in an approved activity.

HOW AND WHEN WILL I BE CONTACTED?

When the union schedules or approves an activity, postcards will be sent to a random selection of members in the area of activity. You will only be contacted if you have not already participated during that cycle and have not previously been sent a notice to participate in that cycle.

WHAT DO I DO WHEN I GET A POSTCARD?

Postcards will list a phone number to call to sign up, (877) 356-9692, and a website, upp.nercc.org, where you can login and check for upcoming activities. You may participate in any of the activities listed. To log in, you will enter your “U” number, as your username. The “U” number can be found on your Training Verification ID card or on the address label of the postcard. The “U” must be included and capitalized. The password will be your first initial and last name.

IF NONE OF THE LISTED ACTIVITIES ARE CONVENIENT FOR ME, WHAT DO I DO?

You must attend an approved event within 12 months of the date scheduled on your postcard. If you choose not to participate in the activity when you receive a postcard, you must check the phone number or website to find and take part in a sanctioned activity before a year has passed. You will not be asked to participate more than once until all eligible members have been asked and a new participation cycle has begun.

OR

You may have another member participate on your behalf, provided they bring your postcard so that proper credit can be given.

OR

You may participate in a listed event that is more convenient for you, before you receive a postcard.

OR

You may request approval of an event or activity you feel satisfies the goals of the program. you must seek approval from the New England Regional Council of Carpenters before the activity takes place.

OR

You may pay the $250 assessment.

HOW DO I GET CREDIT FOR PARTICIPATION?

You should bring your postcard and Training Verification ID card to the event. You will sign in at the beginning of each event. At the end of the event, you will be given a printed receipt noting their participation. A copy will be returned to NERCC, and your assessment will be waived. Credit will not be given for participation if you show up late or leave early. Events generally last 2-4 hours.

WHAT IF IT RAINS/SNOWS?

Weather will be taken into consideration as we schedule events. If you show up and the event is cancelled you will receive credit for the day.

HOW DOES THE ASSESSMENT WORK?

In accordance with the Bylaws, every eligible member is being assessed $250, due 12 months following the date they were scheduled to participate. If you do not satisfy the requirement, you must pay the $250 assessment to your Local Union. The $250 assessment must be paid before you can pay regular window dues. The assessment will be waived for members who satisfy the requirement.

WHAT WILL HAPPEN WITH ANY OF THE ASSESSMENTS COLLECTED?

The program was established to increase the union’s ability to create work opportunities for members. Hopefully there will be 100% participation. If assessments are collected, they will go directly to the Market Opportunity Fund, which helps union contractors competitively bid work.
